The Marshall County Board of Commissioners on Jan. 20 approved a written determination to purchase a 2020 Vermeer hydrovac trailer for $122,000 under Indiana Code special-purchasing rules and later authorized prepayment for the purchase.
The resolution, labeled Resolution No. 2025-1 in the meeting record, says the county rented the trailer from Brown Equipment Company starting Nov. 14, 2024, and Brown Equipment allowed the county to deduct prior rental payments from the purchase price, producing a discounted price of $122,000. County counsel read the resolution aloud for the record and explained it relies on Indiana Code § 5-22-10 to permit a special purchase when the government realizes savings by applying prior rental payments to the purchase price.
A motion to adopt Resolution 2025-1 carried by voice vote. Commissioners then voted on a separate motion to allow the highway department to prepay for the trailer; that motion also carried by voice vote.
The meeting record does not show a roll-call tally by name; both approvals were recorded as motions, seconded, and adopted on unanimous voice votes.
Commissioners and staff said the item was advanced so the county could capture the vendor discount by applying rental payments to the purchase price. County staff also indicated a special purchasing/contracting resolution would be presented to support prepay procedures.
The approvals mean the county will proceed with the purchase under the statutory special-purchasing exception and may issue payment before delivery if the prepay step is executed per the later special purchasing resolution.
No implementation schedule or delivery date was stated in the meeting minutes.
