The Shakopee City Council on Jan. 21 approved a text amendment to the 2020–2040 comprehensive plan that reduces the residential density range for the “mixed‑use commercial center” land‑use designation from 30–60 dwelling units per acre to 6–45 dwelling units per acre.
Planning staff told the council the change responds to market realities and recent local projects; staff reviewed recent multifamily projects in Shakopee and said typical densities for built and under‑construction projects ranged from the mid‑30s to mid‑90s dwelling units per acre for high‑rise projects. Staff recommended the 6–45 range as a balanced, realistic corridor for likely redevelopment and infill in the near term.
Councilmember Lara moved to approve Resolution R2025‑012 adopting the amendment; Councilmember Delaney seconded and the resolution passed unanimously by voice vote. Staff said the amendment modifies the land‑use table and figure in the adopted comprehensive plan and is a guide for future zoning and redevelopment discussions; it does not itself rezone any property.
Staff said the designation will be used to guide zoning and redevelopment reviews and that any rezoning or project approvals arising from future developments would follow standard public‑notice and entitlements processes.
