County extends DLF2 contract 38 days for community building plaza work

The Aransas County Commissioners Court voted to approve Change Order No. 11 for contractor DLF2, Inc., adding 38 calendar days to the construction schedule for the community building plaza and parking lot under the General Land Office Community Development Block Grant'Disaster Recovery (CDBG-DR) contract number 20-065-098-C270. The change order extends the contract completion date to Feb. 28, 2025.
County project staff said the extension is needed because concrete work requires a step-out for certain concrete wall elements and can only be poured when temperatures are over about 45 degrees, which has affected scheduling. "We have to do a step out when we're doing the concrete... so it's going to take a little bit longer," a county staff member said. Staff also said the Smithsonian exhibit already planned for the community building is not affected by the exterior work and that visitors will retain access and egress from Blythe Oak with a fenced perimeter separating the active construction area.
Commissioners asked about public access and safety; staff said contractors installed a large safety fence and that egress would be maintained. The court passed the change order by voice vote.
Members thanked contractors for working in cold conditions to keep the project on track and noted move-in and exhibit installation schedules tied to the community festival.
The change order affects only contract time, not an increase to the contract price as discussed in the meeting record.
