County staff told the court that the county passed mechanical, electrical and plumbing inspections (MEPs), the fire inspection and had obtained a windstorm certificate. "It's a temporary certificate of occupancy. We passed all of our MEPs, our mechanical engineering and plumbing inspections this morning. We've already passed our safety inspection or our fire inspection," a county staff member said. Staff said the city would deliver the temporary certificate to the county and that windows had passed inspection about two months earlier.
The court considered, and briefly debated, whether a copy of contract excerpts and receipts handed to commissioners just before the meeting should have been provided earlier for review. One commissioner said the material arrived as the meeting was about to begin and that earlier distribution would have allowed more time for review; staff responded the material came from a contract in place for two years.
After a motion to "approve the county receiving a temporary or permanent certificate of occupancy for the community center, and authorize the county judge to sign all necessary documents" was moved and seconded, members voted to call the question and then approved the motion unanimously.
County staff said the community center was scheduled to open to the public on Saturday as part of a local festival, weather permitting, and gave building hours: Monday'Saturday, 10 a.m.'4 p.m.; Sunday, 1 p.m.'4 p.m. Staff also said the Smithsonian exhibit would be installed inside the building and that exterior construction would continue with a fenced perimeter to separate the public from active work.
The court's action is procedural: it accepts a temporary occupancy designation and authorizes the judge to execute documents required to take possession and offer public access while finishing work continues.
County officials thanked contractors and city inspectors for their work preparing the site and said staff and partners had conducted multiple walkthroughs in the days before the opening.
The court adjourned after taking further routine business.
