Commissioners approve grants, road stimulus projects and $860,000 for Chancellor’s Run repairs; OK sheriff agreements and taxing district

The Board of County Commissioners used its Aug. 24 meeting to approve a slate of grants, budget amendments and infrastructure actions, including ARRA roadway projects and a large repairs package for a damaged county activity center.

Key decisions - Department of Aging: the board accepted a revised Notification of Grant Award that increased FY2010 senior care funding by $1,000 (project MD1003) to be used for items such as portable air conditioners or fans for qualifying clients. The board approved the related budget amendment. - Department of Human Services: the board approved a substance abuse prevention services conditional award (project US1123) from the Maryland Alcohol and Drug Abuse Administration in the amount of $95,161; the award funds evidence‑based community prevention programs and a portion of staff salary and fringe. - Department of Land Use & Growth Management: the board accepted a FY2011 Critical Area grant application (project MD1127) from the Maryland Department of Natural Resources in the amount of $11,000 to reimburse a portion of county staff salary and fringe for Critical Areas work. - ARRA roadway projects: the board accepted the Pegs Road asphalt overlay and the Mechanicsville Road bridal replacement projects as eligible for American Recovery and Reinvestment Act (ARRA) funding and approved a $100,000 transfer from FIN10 reserve to the ARRA Pegs Road project (HW1003). The board also approved reducing the Mechanicsville Road project by $249,644 to FIN10 reserve to balance ARRA allocations. - Chancellor’s Run Activity Center: the board approved a budget amendment transferring $860,000 from the FIN10 capital reserve to establish project 1008 (Repairs and Reconstruction). The package includes roughly $639,935 from insurance proceeds, $64,093 contingency, a $25,000 structural roofing upgrade and roughly $126,000 in optional alternates such as energy‑efficient lighting, motorized movable partitions, improved roofing and low‑VOC paint. - Sheriff and regional law enforcement: the board authorized the commissioner president to execute a memorandum of agreement with the Maryland State Police GRAMA division to accept $40,000 in funding for the Southern Maryland Information Center (SMIC) and associated budget amendment. - Junk dealers and scrap metal processors: acting under a new Maryland law, the board adopted a resolution designating the St. Mary’s County Sheriff’s Office as the primary local law enforcement unit for enforcement and record receipt related to junk dealers and scrap metal processors. - Villas on Waters Edge taxing district: acting as the district council, the commissioners amended ordinance boundaries to include the Cedar Cove Community Association parcel and confirmed continuation of the district and an annual assessment of $253.79 per benefited owner for 20 years; they authorized proceeding with bids and construction. - Mechanicsville/ Pegs road ARRA reallocation: the board voted to accept both projects as ARRA eligible and to shift/reallocate local funds to enable awards and construction this year.

Why these decisions matter The grants provide modest, targeted revenue for aging services, substance‑abuse prevention and critical‑areas administration. The ARRA designations and the $100,000 transfer for Pegs Road aim to ensure the county can accept federal stimulus money and complete paving work this year. The Chancellor’s Run appropriation follows storm damage and mold remediation; county staff said insurance proceeds will cover much of the replacement but the board authorized the contingency and upgrades to meet current building codes.

Public safety and schools The board also heard Sheriff Timothy Cameron and school leaders present new school safety measures, including a pilot adopt‑a‑school program in which specially trained deputies will increase law enforcement visibility at elementary schools during on‑duty discretionary time. Commissioners voiced support for the initiative; the sheriff reported strong volunteer interest from deputies.

Procedure and votes Most items carried by voice vote. Where required, the board recorded motions to accept ARRA projects and execute budget amendments or MOAs. The board also conducted a public hearing on a supplemental appropriation for a replacement ALS ambulance (see separate item). A later public hearing record was kept open for 10 days where required by law.

Ending Commissioners said the mix of repairs, small state grants, and federal ARRA designations will keep several projects moving into construction and preserve service levels for seniors, public safety and transportation.
