The Appropriations Committee reviewed a transportation committee letter on Jan. 24 that includes several technical and fiscal items: repeal of an unintended duplicate transfer to the Vermont Recreational Trails Fund, support for a DMV reversion of unspent appropriation, and contingency language for electric vehicle (PEV) incentive programs.
Members flagged a duplicated transfer in the BAA language: the letter notes an annual transfer of $370,000 from the transportation fund to the Recreational Trails Fund that had been duplicated in section D101; the committee supports repealing the duplicate entry. Members located the duplicate language in the draft and recommended removing the unintended repeat to avoid double-transfer.
The committee also supported a small DMV reversion: the Budget Adjustment Act proposal included a reversion of roughly $2,048,381 of unspent motor-vehicle appropriation back to the general fund; committee members said they support that reversion and that it appears on the spreadsheet as a reversion line item.
On electric-vehicle and related incentive programs, the letter requests additional one-time general fund amounts to replenish incentives for new PEV purchases and related programs for the remainder of the fiscal year. The transportation committee asked that those one-time appropriations be contingent on whether the governor includes ongoing funding in his FY 2026 budget; members asked Joint Fiscal Office staff to clarify whether these programs were historically funded from the general fund or transportation fund and how short-term funding would interact with longer-term proposals.
The Appropriations Committee did not record final BAA votes on these transportation items during the Jan. 24 meeting; staff (and the Joint Fiscal Office) provided background and agreed to follow up on fund-source questions and contingency language.
