Albany council approves consent calendar, school IGA and several administrative resolutions; staff to return on other items

The council approved the consent calendar without recorded opposition.
The council approved an intergovernmental agreement with Salem-Keizer Public Schools (District 24J) to allow students in the district's emergency-services program to observe city fire operations under background checks and confidentiality agreements. The council also approved the resolution supporting an application to the state Transportation Growth Management quick-response program to provide consultant support for East Albany Town Center work, and the staff report noted the grant's match would be staff time rather than cash.
Council adopted a corrected water-rate resolution to fix a calculation error in a previously adopted 4% rate increase; the change adjusts consumption-rate figures but preserves the 4% increase. The council also authorized a one-time exception to Albany Municipal Code requirements for a public-sewer extension for a property on Park Terrace SW while staff completes a basin study and master-plan update for the area.
Staff from police, fire and finance presented an overview of the public-safety levy that currently provides roughly 10% of the general fund and funds positions in fire and police; staff recommended keeping the levy rate unchanged at this time and will bring a draft ballot title to council in February. Fire Chief Michael LaBelle and police leadership explained that levy funds support multiple positions and services that would be reduced if the levy were not renewed.
