Committee members said CCFAP is an entitlement and can experience revenue and caseload fluctuations; because a Human Services caseload reserve already exists, they argued it is simpler and preferable to add CCFAP as an authorized use of that reserve. The transcript records that committee members do not want to create multiple separate funds and that the chair of Appropriations will draft the revenue-side language if additional transfers from payroll tax-generated childcare contributions become available.
Members also discussed that funds in the reserve are not partitioned by program, meaning the reserve functions as a general caseload backstop rather than a program-specific escrow. Committee participants said there is currently “plenty of money” in the existing reserve and that two pieces of language will likely be needed: one authorizing CCFAP as an allowable use and another to specify any revenue transfers, which would be considered by Ways and Means and Appropriations.
