Commissioners ask for more detail before approving 3 Oaks shelter relocation study funding

County staff said the MOU would be paid in two installments (50% upon signing, 50% on completion of an interim milestone) and that the state must approve any site selection because state funds helped build the current facility and carry a 15-year occupancy expectation.
Commissioner concerns and board direction: Several commissioners said they appreciated the CDC’s work but wanted more detailed timing and discussion with the redevelopment negotiations before authorizing the MOU. Commissioners asked for one-on-one briefings and suggested staff provide updated project schedules; the board agreed to an indeterminate tabling rather than immediate approval and asked staff to return with additional information and private briefings as needed.
Why it matters: Relocating the shelter could be required if a redevelopment sale includes the northern Lexington Manor parcel. The county and the 3 Oaks Center must coordinate site selection, state approvals and timing to avoid last-minute displacement.
