Commissioners authorize signature on FY2016 Core Public Health Services funding agreement

St. Mary's County commissioners on Sept. 1 authorized the commissioner president to sign the FY2016 Core Public Health Services funding agreement between the Maryland Department of Health and Mental Hygiene and the county for the period July 1, 2015, through June 30, 2016.
Deputy health officer Tracy Kubinik told the board the agreement is an annual, required contract that has been vetted by county finance staff; the countyis required to provide a local match and the departments have worked through the administrative steps to secure signatures after the county.
Kubinik described programmatic changes and funding pressures: two county health programs have shifted from grant funding to fee-for-service billing, requiring staff to bill for services to cover costs (she cited resource coordination and a nursing program). She said environmental health fees historically do not cover full costs and that the department plans a public hearing in October about fee changes. Commissioners discussed the operational challenge of shifting staff to bill for services while preserving time for direct client contact.
A motion to authorize the commissioner president to sign the FY2016 Core Public Health Services funding agreement carried by voice vote.
