The Charter Review Committee reviewed proposed edits to Section 11.6 and 11.8 to make the charter reflect current assessor practice and to align the Board of Review schedule with the General Property Tax Act.
City Assessor Dave Lee explained that ownership of property changes throughout the year and that referencing the assessor's current records in the charter would keep assessment references up to date. Committee members noted current practice does not match charter language; Dave Lee said the change would bring the charter into alignment with day-to-day practice.
The committee also discussed the Board of Review schedule. Members and staff noted the General Property Tax Act prescribes dates for the Board of Review's activities in March; committee members agreed clarifying language that the Board of Review schedule is governed by state law would be appropriate.
The committee agreed to revise the charter text to reference assessor records and to add language clarifying that the Board of Review schedule is set by state law, and to return with a redraft for committee review.
Ending: The committee put the proposed 11.6 and 11.8 edits on the next meeting agenda as draft changes for further review.
