Dr. Lewis Phillips, who was scheduled to present, was at the district emergency operations center with a school HVAC/power issue and did not attend. Committee members discussed legal and operational constraints: staff repeatedly referenced COMAR and the Maryland statute governing school-day definitions and board authority. Committee members urged including citations and links to COMAR or state statute in the draft policy so the public understands the legal basis for calendar decisions.
Religious observances were a central topic. Committee members noted the law limits how school systems can single out particular religious holidays; they discussed operational options such as (a) scheduling professional/non‑instructional days to avoid high‑stakes instruction on certain dates, or (b) ensuring that religious observances are excused absences. Staff pointed out that FCPS’s attendance policy already lists religious observance as a lawful absence, and that the teachers’ negotiated agreement includes accommodations allowing an additional paid leave day for religious observance in some cases. Staff said employee leave rules and the negotiated agreements govern how staff take leave and that the district is updating attendance regulations to clarify interactions between leave and emergency/inclement‑weather decisions.
Committee members asked staff to make the policy transparent about the factors the calendar committee must weigh — instructional requirements, negotiated agreement commitments, and operational impacts — and to cross‑reference the attendance and leave documents. Staff said they would pull those references together and aimed to bring a revised calendar policy back for further review, with a likely target of March.
