Later the council opened a public hearing on the 2024 Capital Facilities Plan, heard oral comments from members of the public and from staff, and then adopted Resolution (Agenda Bill 2056) approving the CFP. Councilmember McCamery moved approval of the CFP and the motion passed unanimously. Staff cautioned that some line-item cost estimates — particularly transportation project costs — will be updated after consultant work and the transportation plan update; the council directed staff to return with corrected project cost numbers for discussion.
Ending: With the votes, Duvall signaled intent to finish the comprehensive plan on a compressed timetable while maintaining the CFP as the city’s public financing roadmap. Staff will return with the updated transportation cost estimates, the county’s housing-element review comments and a schedule to complete the outstanding plan elements.
