Resident says apartment parking rules led to daily tickets; council will consult police

Halima, a resident who identified herself during the audience‑participation portion of the Jan. 23 Apple Valley City Council meeting, told the council she has received repeated parking citations after apartment rules limited each unit to one assigned parking space.
"I keep getting ticket every night when I go to work," Halima said, describing that she works multiple jobs and parks on the street when an additional apartment vehicle is needed. She told the council she has video showing open parking spaces that the apartment owner nonetheless enforces as off‑limits and that towing or ticketing fees are a financial burden.
Council members clarified details during the comment and the mayor said the council does not have the authority to cancel citations issued by the police or the courts. "We don't have the ability to make a ticket go away from here," the mayor said, but he added the council will ask the police chief to review the enforcement, examine signage and speak directly with the resident.
The mayor and staff said they will ask the police department to contact the resident to explain what generates citations, review local signage and enforcement practices, and determine whether additional public notification or signage is warranted. The council did not take a formal vote; the item resulted in direction to staff to consult with the police chief and report back.
