Council advances zoning amendment and approves certified survey map for 401 Madison Avenue

The Fort Atkinson City Council moved the first reading of an ordinance to amend the zoning map for a portion of the property at 401 Madison Avenue, changing the zoning from Urban Mixed Use (UMU) to Single-Family Residential (SR7), and approved a related certified survey map that creates a new single-family lot.
Building and zoning administrator Dreger told the council the certified survey map (CSM) accompanies the zoning amendment and that the new lot will be “conforming with the SR7 zoning of the new single family lot.” Dreger said the existing parcel includes a two‑flat structure with an office area and a nonconforming front setback that will remain unchanged by the lot creation.
The planning commission reviewed the proposals on Jan. 14 and recommended approval after holding the required public hearing, Dreger said; the planning commission heard no public comment on the item. Following staff recommendations, the council voted to direct the city manager to prepare the ordinance for a second reading at the Feb. 4, 2025 council meeting.
Later on the agenda, Administrator Graeger presented the certified survey map portion of the matter and noted it meets the city’s land division ordinance. A council member moved and seconded approval of the CSM “subject to the conditions recommended by staff and the planning commission.” The motion carried by voice vote; council members signified approval.
The council’s actions move the zoning amendment to a second reading and finalize the CSM approval subject to staff and planning commission conditions. No building permit or construction was approved tonight; Dreger said the expectation is that the newly created lot will be sold and a single-family home constructed at a later date.
