County receives monthly legislative update; staff highlights special session and budget items affecting counties

The Office of Intergovernmental Relations (IGR) provided the Finance and Government Operations Committee with its monthly legislative report on Jan. 22, covering state and federal activity relevant to Santa Clara County.
Monica Tong, program manager with IGR, and Elaine Trinn summarized committee assignments for the county’s state delegation and noted leadership positions such as Senator Becker (Energy, Utilities and Communications), Senator Cortez (Transportation), Senator Wahab (Housing), Assembly Speaker Robert Rivas, and several assembly committee chairs important to county interests. IGR highlighted that Governor Newsom convened a special session on community safeguarding, and that the legislature had opened hearings on special‑session budget bills that included the following funding items referenced in the report: $25,000,000 to the California Department of Justice to defend the state against legal actions; $15,000,000 to the Judicial Council for the Legal Services Trust Fund Commission and nonprofit providers; $10,000,000 to Social Services for immigration services for existing state vendors; and $2,500,000,000 of authority for wildfire emergency response and recovery expenditures in the special session budget package.
IGR also reviewed the proposed 2025–26 governor’s budget and the county’s priorities for protecting funding streams (for example, Medi‑Cal and other healthcare supplemental payments), noting a modest projected surplus in the governor’s initial summary. Staff reported that AB 243 (introduced by Assemblymember Patrick Ahron) would help systems‑involved youth demonstrate financial independence for college financial aid and that the California Health Facilities Financing Authority community services infrastructure grant program was reappropriated through June 2028. The committee voted to receive the verbal update.
Why it matters: The early 2025 legislative agenda includes special-session proposals and budget trailer bills that could affect county budgets and programs, particularly Medi‑Cal and disaster‑response funding; IGR will continue to monitor and report developments to the committee.
