Truckee library JPA forms funding plan; polling set to inform possible local parcel/special tax for new library

County and town officials told the Board of Supervisors their joint regional library effort for Truckee has reached a stage where local voter polling will determine whether a parcel‑ or special‑tax measure should be placed on the ballot.
The Truckee Regional Library project is managed by a joint powers authority (JPA) formed by Nevada County and the Town of Truckee; Placer County later joined as a non‑voting partner. The JPA has contracted architects and bond counsel and has selected a site in the Truckee River Regional Park area under a lease option arrangement with local special districts, county staff said.
The JPA is using a multi‑pronged funding strategy that includes a capital campaign and a potential locally financed bond or special tax allocated to a defined Truckee area. To test public appetite, consultants from Team CivicX began voter polling in January among residents inside the Truckee Fire Protection District and the North Star Community Services District boundaries—the geographic area the JPA plans to consider for a community facilities district (CFD).
Mandy Stewart, a county analyst supporting the project, said the JPA expects polling results in late February. If the poll indicates adequate support, staff plans to bring CFD formation documents to the Nevada County board and to Truckee town council in April and aim for a November 4, 2025 ballot measure if both governing bodies approve proceeding. Craig Griesbach, interim director of Information and General Services, said a Mello‑Roos style community facilities district using tax‑exempt bonds is the financing vehicle under consideration; bond counsel indicated those bonds would not affect the county’s borrowing capacity.
The JPA and local fundraising volunteers also reported private campaign fundraising is underway; friends of the Truckee Library have set a campaign goal of several million dollars to support building costs, county staff said.
Ending: County staff will circulate polling results and bring CFD formation documents to the board if polling and partner approvals indicate the measure is feasible. Supervisors asked staff to return with refined cost estimates and the draft CFD documents so the board can consider the timing and financial implications before any measure is finalized.
