Conservation commission issues partial certificate of compliance for 18 Brookside Road, holding full release pending two-year planting monitoring

The Needham Conservation Commission voted on Jan. 23 to issue a partial certificate of compliance for 18 Brookside Road (DEP File 234-844) for work the commission said is complete but still within a two-year planting-monitoring period.

A presenter (identified in the meeting as John) described the project as a demolition and reconstruction completed by the property owner and reported that required plantings and seeding were installed in mid-October 2024 and that the site appeared stabilized in field checks. The presenter said the site inspection in early November showed the plantings had been installed and that a later visit found the lawn establishment continuing under current winter conditions.

Conservation staff confirmed the plantings were installed the week of Oct. 14, 2024, and reminded the commission that a two-year monitoring period applies to those plantings under the permit conditions. Staff recommended issuing a partial certificate of compliance now and holding the complete certificate until monitoring is complete. The commission voted to issue the partial certificate; recorded ayes were Sue; Reid; Bill; Fred; Paulina; and Sheryl. The motion passed unanimously.

The commission asked that the certificate be routed through staff for recording; staff said they would take care of delivery and follow-up for the monitoring reports at the end of next year and the following year. No fines or enforcement were discussed; the partial certificate recognizes stabilization and completion of required on-site work while preserving the commission—s right to require monitoring documentation before full release.
