The Southborough Conservation Commission on Wednesday approved a temporary administrative delegation, heard updates on several open and active sites, and discussed preparedness for staff coverage during an upcoming extended leave by Melissa, a conservation staff member.
Commissioners voted to authorize Laura (town staff) to sign routine, day-to-day commission payables and invoices while Melissa is on leave, a motion that passed with recorded yes votes. Melissa told the commission she expects to take an extended leave in the spring and has been preparing handoffs with Laura and peer reviewer Lucas; she asked commission members to help with occasional site visits and preconstruction checks while she is away.
On project updates, staff reported the following: • Ruby Estates (Mount Vickery): Preconstruction erosion-control inspection found outstanding items the developer must correct before construction can proceed; septic approvals and final SWIPP/O&M documents remain outstanding. • MBTA station salt pile: Staff said the town notified the MBTA and the salt pile storage in the station parking area was to be removed promptly; staff will verify removal. • Heavey property (Woodland Road / Route 9 corner): Staff reported scattered illegal dumping along Woodland Road and a small tire pile on the property; staff has contacted the property owner to request cleanup and will follow up if necessary. • Great Neck Hill: Restoration is in temporary stabilization; export of waste is complete, tackifier applied for winter stabilization, required groundwater sampling under the contingency plan is complete, and engineering work on a restoration plan is underway. Staff said the restoration is expected to produce habitat improvements and is running under budget.
Melissa asked the commission to let Laura sign routine bills and registrations while she is on leave; commissioners moved and unanimously approved that delegation. Melissa also asked the commission to stay alert to forthcoming state guidance about remote meeting authorities: the temporary executive orders allowing fully remote meetings have been extended in the past, but the current authorization is set to expire in March 2025 unless the governor acts or the Legislature amends the Open Meeting Law.
The commission agreed to continue monitoring the state’s position on remote meetings and to consider meeting-location options should remote-only meetings no longer be allowed.
