Plan commission approves conditional use for Toppers Pizza takeout at 11045 W. National Ave.

The West Allis Plan Commission voted to approve a conditional use permit and associated site landscaping and architectural design review for a Toppers Pizza takeout at 11045 West National Avenue, with the approval contingent on subsequent Common Council sign-off.

Jack, a planning department staff member, told the commission the proposal calls for a 1,500-square-foot takeout-only location that would operate late-night hours (the applicant indicated operations could run until about 3 a.m.). The plan anticipates hiring nine to 12 employees. The work described in the staff presentation is primarily interior build-out; exterior changes are limited to minor landscaping updates and replacement of concrete curbing and asphalt. Staff said there are no changes to the existing parking layout as part of the application.

Commissioners discussed hours and nearby competition. A commissioner asked whether Domino’s across the street kept later hours; staff checked and reported Domino’s hours were typically earlier than the hours proposed by Toppers. The commission’s motion to approve included no changes to parking but preserved the requirement for Common Council approval of the conditional use permit.

Why it matters: The site is along a commercial corridor; late-night operations and staffing levels were the principal issues commissioners pressed staff to clarify. The commission’s approval moves the proposal to Common Council for the conditional use decision.
