Board approves independent audit reports, bond audits and school accountability reports

The Washington Unified School District Board of Education on Jan. 23 approved three district reports: the 2023'24 financial audit, independent performance and financial audits for Measure V and Measure Z bond funds, and the district's 2023'24 School Accountability Report Cards (SARCs).
The financial audit, presented by an external auditor from James Blanda & Company, concluded with an unmodified (clean) opinion. Auditor Spencer Blanda told the board the district's financial statements had no material misstatements and that federal, state and internal control testing showed no reportable issues. Monique Stovall, the district chief business officer, and staff cooperated throughout the audit, the auditor said.
The board then considered the bond audits for Measures V and Z. The audit team also issued unmodified opinions on those bond funds and reported no performance exceptions in the audit testing, which covered at least 80% of bond expenditures. The auditors said Measure V spending is declining as projects are completed, while Measure Z cash rose because of a recent series B issuance.
The board also approved the district's 2023'24 SARCs, required documents that compile each school's state- and federally-required information for public review and for state reporting under Ed. Code Section 35256 and the federal Elementary and Secondary Education Act (ESEA).

All three motions passed with the board's recorded assent; the board members present indicated "Aye." The board did not receive public comment opposing the audit or bond audit items during those votes.
Why it matters: Clean independent audit opinions and unqualified bond performance findings indicate auditors found no material accounting errors and that bond funds are being spent consistent with ballot language, which is central to public trust in district finances. Approved SARCs are required for state and federal compliance and will be posted to school websites.
