Kent City Council approves consent agenda, appoints clerk and sustainability commissioner

The Kent City Council on Jan. 22 unanimously approved its consent agenda and voted to appoint Kathleen Coleman as clerk of council and Justine Gallo to the Sustainability Commission.
The consent agenda bundled routine minutes, several draft ordinances and resolutions and emergency declarations, and passed on a roll-call vote after the council moved to suspend the rules and adopt the packet as presented. The council then separately approved an ordinance appointing Kathleen Coleman as clerk of council and a resolution appointing Justine Gallo to the Sustainability Commission; both passed with unanimous roll-call votes.
The consent package included (as read into the record) approval of December regular meeting minutes and January committee meeting minutes; Draft 2024120, described as a resolution stating the city’s intent to reimburse its Sewer Fund from tax-exempt debt proceeds for Primary Clarifier No. 1 rehabilitation; Draft 2025002, authorizing the Parks and Recreation Department to apply for a $2,069.51 grant and accept funds if awarded; an ordinance authorizing the finance director to pay purchase orders exceeding $3,000 upon issuance of a certificate of availability of funds; an amendment to Part 13 (building code) of the Kent Codified Ordinances to adjust penalty language; Draft 2025005, amendments to permitting chapters for block parties, special events and mobile food units; Draft 2025006, a license agreement with On-site Partners LLC for installation of an electric conduit line; and Draft 2025008, a partnership between the Community Development Department and Main Street Kent to apply for a $100,000 grant. The council moved to suspend the rules for the consent agenda and then adopted it without further discussion.
On the appointments, Councilmembers moved for suspension of rules and adopted Draft 2025007, appointing Kathleen Coleman as clerk of council; later the council adopted Draft 2025001, appointing Justine Gallo to the Sustainability Commission. Council members thanked the appointees; several members praised Coleman’s interim service and welcomed Gallo.
