Council hears updates on roads, Foundry Lane appraisal and possible March chip-seal work on Gardner Way

Councilmembers and staff discussed several transportation and road-maintenance items at the Jan. 21 meeting, including updates on Caltrans projects, Foundry Lane and street maintenance priorities.
Steve (staff member) said Caltrans has committed to complete a Caltrans-specific appraisal for the Foundry Lane right-of-way by Jan. 30, with a hearing expected around March and final Caltrans documents targeted for completion by June. The appraisal is a Caltrans requirement before granting the easement or right-of-way.
On local maintenance, staff said Gardner Way chip sealing and follow-up speed-table work had been delayed from a hoped-for December start because the contractor was not available; staff reported the contractor had recently indicated availability and, weather permitting, work could begin in March. Staff warned that their road catalog contains largely un-updated records — most streets have not been reviewed since 2021 — so any list produced from that system may not reflect current conditions.
Councilmember Scott requested a prioritization report for roads and asked staff to coordinate with the engineer on restriping and other near-term fixes. Staff said they would prepare an updated report and present CIP maps and anticipated start/completion dates at upcoming workshops and meetings.
Caltrans-related projects noted included Main Street curb work and the roundabout and the long-delayed Foundry Lane connection to Highway 4, which staff said has shown recent movement after years of waiting.
