City schedules Jan. 29 workshop, Feb. 4 hearing as part of water-rate process; five written protests reported

City staff told the council Jan. 21 that the water-rate study public workshop is scheduled for Wednesday, Jan. 29 at 6 p.m. in the city building and that the public hearing is scheduled for Tuesday, Feb. 4.
Steve (staff member) reported that as of the Jan. 21 meeting the city had received five written protests from roughly 1,800 customers. He said the city’s water-rate consultant and the city attorney will attend both the workshop and the Feb. 4 public hearing and that staff will post links so residents can view the meetings remotely. "If any member of the public has any questions about, the water rate study or the, pass through language that's in the letter, please call me. 736-2185," Steve said.
Staff told the council the consultant expects to have a draft rate study available at the Jan. 29 workshop; the study could change between the workshop and the Feb. 4 hearing as staff and council consider options. Steve explained that under the 45-day notice process the council can adopt a rate lower than the maximum identified in the notice and that the rate study provides the proportionality justification for proposed rates.
Councilmembers asked about streaming and public access; staff said the city will post links on the website and will make presentation materials and a city map showing capital-improvement projects available at the workshop. Staff also said the consultant and city attorney would attend in person when possible.
