Council amends 2040 comprehensive plan and rezones Eastgate Place parcels to allow SSM Health expansion

The Fond du Lac City Council on Jan. 22 approved an amendment to the City of Fond du Lac 2040 comprehensive plan and rezoned four parcels on Eastgate Place to permit institutional and office uses, moves the city said are meant to allow SSM Health to expand a cancer center.
Community Development Director Miss Benson told the council the 2040 comprehensive plan, adopted in January 2021, is updated periodically to reflect project changes. She said the parcels at Eastgate Place are currently residential and staff recommended changing their future land use to institutional so SSM Health can expand.
Nut graf: Staff said the change is necessary to align the city’s official land-use plan with the proposed use by SSM Health and that the zoning change from R-1 (single-family residential) to O (office conversion district) is intended to bring zoning into consistency with the amended plan.
Miss Benson said SSM cannot expand to the west and faces limitations from a navigable waterway and floodplain issues; "So they really do only have the ability to do to the east," she said. Council discussion included confirmation that the four parcels include three houses still on the lots and that SSM already owns the properties.
Action: Ordinance No. 3806 (comprehensive plan amendment) passed with five ayes and Mister Schisler abstaining. Motion to approve the amendment was made by Mister Zimmerman and seconded by Mister Heisler. Ordinance No. 3807 (rezoning of 14, 20, 28 and 36 Eastgate Place from R-1 to O) passed with five ayes and Mister Schisler abstaining; the rezoning motion was made by Mister Mullen and seconded by Mister Heisler.
Ending: Council and staff said the changes are intended to allow SSM Health’s planned expansion; council will not have further action on the items unless SSM presents more detailed site or development plans in subsequent filings.
