Highway leaders, commissioners debate truck purchase timing as county balances budgets

Owen County highway officials and commissioners discussed a recently arrived replacement dump truck and a related dealer pickup of three county vehicles at the Jan. 23 joint meeting. The vendor reported taking the county’s three traded vehicles and delivering the new truck; highway officials said the vehicle will be delivered to the county shop if commissioners confirm they will pay the vendor.

Commissioners and council members debated where the funds would come from. Highway leadership said the truck was originally planned to be acquired through the department’s vehicle-rotation funds and that the earlier plan had been to lease the truck; staff later sought to pay the truck outright to avoid a lease payment. County staff explained confusion over whether leftover Community Crossings or other earmarked funds had been assigned to the purchase; staff said some earmarked amounts were returned to other lines and that final fund availability required an appropriation or encumbrance.

Commissioners directed staff to identify available 2024 encumbrances or vehicle-rotation balances to pay the vendor and authorized Treasurer/Finance staff to process transfers and encumbrances as needed to make payment. The vendor indicated the truck could remain at the county shop upon confirmation that the county had insurance and would complete payments at the next meeting; county staff said a check could be prepared and sent to the vendor after the Feb. 6 meeting.

Officials said they will examine processes to avoid future communication breakdowns about vehicle trades and to ensure requestors bring appropriation requests to the council in time. The commissioners and council emphasized the need for clearer communication between department heads, commissioners and council staff on fund availability and the timing of purchases.
