The commission authorized the city manager to execute a landscape-maintenance agreement with Blue Marble Investments Inc., doing business as Keiko, to provide mowing, trimming, edging, weed control, fertilization, debris pickup, pest control and shrub/tree care at city facilities, parks and greenways. The contract term is four years with two optional one-year extensions.
Why it matters: The contract covers recurring maintenance across city properties and greenways; an effective contractor is important for park usability, safety and meeting municipal landscape-code standards.
Staff presentation and questions:
- Procurement approach: The selection committee evaluated proposals based on an operational plan, qualifications, availability, past performance and price. Staff said several municipal references were contacted and that Keiko’s references indicated “superior performance.” Commissioner Rydell confirmed the committee considered references and past municipal contracts in the evaluation.
- Contract terms: Staff confirmed a termination-for-convenience clause (typically 30 days) and termination-for-cause provisions are in the contract. The vendor’s continuity and staffing practices were a factor in staff’s recommendation to change vendors from the incumbent.
Vote: Motion moved by Commissioner Rydell and seconded by Vice Mayor Railey. Roll call: unanimous yes.
Follow-up: Staff will provide contract documentation and monitor vendor performance, and the contract contains standard termination provisions to manage performance risk.
