Deschutes County resident accuses building official of abuse of authority during public comment

Mark Dickens, a Deschutes County resident, used the public-comment period Wednesday to accuse county building official Randy Scheid of repeatedly acting outside the building code and Oregon law and of harassing property owners, and he invited commissioners to review his documents.
"Randy Scheid has repeatedly abused his authority and acted outside of the building code and the Oregon law," Dickens said. He told commissioners that Scheid "has reneged numerous times on agreements made by myself or my attorney with county staff and legal, resulting in wasting tens of thousands of dollars of county resources" and that he had been "subject to unrelenting attacks and abuse." Dickens also alleged Scheid directed prospective buyers of Dickens's property to gather information and photos and report back.
Dickens urged the board to intervene and meet with him and his counsel to review the materials he said document the conduct. The commissioners did not take action on the allegation during the meeting; the agenda's citizen-input period concluded with a routine acknowledgment of the comment. No county staff response or investigation update was provided on the record during the public meeting.
