Planning Board approves Reisterstown Main Street Streetscape Action Plan and forwards to County Council

The Baltimore County Planning Board voted on Jan. 16 to approve the Reisterstown Main Street Streetscape Action Plan as amended following stakeholder discussions and a Nov. 21 public hearing, and recommended the plan be forwarded to County Council for adoption as an amendment to Master Plan 2030.
District planner Sydney Cooper said the Reisterstown Improvement Association and St. John Properties met after the Nov. 21 hearing and reached agreement on edits; Crystal McCriotti (Reisterstown Improvement Association) then described the specific text and map edits incorporated into the plan. Notable changes included revised goal language on creating more places for people, removal of a referenced action item, renumbering of action items, removal of six map icons and edits to recommended landscape and curb treatments.
A representative of St. John Properties, land-use counsel Patsy Mullin, explained that the company owns a business park behind some of the removed map icons and sought language changes (for example, changing "establish" to "encourage") to avoid obligating the property to host pop-up events or shared parking that leases might not allow; Mullin said the company remains committed to working with Main Street.
The board moved, seconded and approved the Streetscape Action Plan on a roll‑call vote and will forward the plan to County Council for review and adoption as an amendment to Master Plan 2030.
