Planning Board approves 2024 updates to Baltimore County Landscape Manual

The Baltimore County Planning Board on Jan. 16 approved the Department of Permits, Approvals and Inspections’ 2024 updates to the Baltimore County Landscape Manual as amended following public comment and stakeholder meetings.
PAI staffers Sally Nash and Pete Gutwalt said the amendments reflect meetings with groups including the Maryland Native Plant Coalition, Greenhouse Alliance and Wild Ones Greater Baltimore. Major changes include adding a minimum-percentage requirement for native species, additional guidance on rainwater harvesting, language encouraging biodiversity and revised maintenance best practices. Nash said the department met again with stakeholders after the Nov. 7 public hearing and incorporated most recommendations into the draft sent to the board.
Board members asked whether the revised text was shared back with the stakeholders; staff replied that the Maryland Native Plant Coalition had submitted a letter of support and the amended language was circulated to participants. A member noted that County Council would provide another opportunity for public testimony after the board submits the manual.
A motion to approve the 2024 landscape manual updates as amended was moved, seconded and carried on a roll-call vote. The Planning Board will forward the approved manual and its recommended amendments to County Council for action.
