Staff confirmed the original contract called for stainless steel railing, not aluminum, and the commission agreed to strike Section 2 (the proposed change order 9) and approve only change orders 1–8.
- City staff explained the change orders arose after the original purchase order had been posted at the full $110,000 line item for the project rather than the approved contract amount (about $65,000). The city manager told the commission staff will tighten internal controls so future not-to-exceed amounts are not exceeded without explicit commission approval.
Commission concern and context
Commissioners criticized prior spending and described the building’s improvement history as problematic. The city manager acknowledged the error in the posted purchase order and said staff will ensure future change orders come to the commission when required by the original not-to-exceed amount.
Voting
The motion to approve Resolution 2025-07 with section 2 removed passed unanimously. Staff will proceed to implement change orders 1–8 and will not approve the aluminum railing change order without a future commission action.
