Planning Board approves Abbott’s permit transfer, appoints member to Large House Review committee and adopts minutes

At its Jan. 21 meeting, the Needham Planning Board recorded several procedural and final actions:
- Abbott’s Frozen Custard permit transfer approved: The board consented to the transfer of the Major Project Site Plan/Special Permit for Abbott’s Frozen Custard (934 Great Plain Avenue) to new owner Bill Zeoli. Zeoli told the board he purchased the business and “does not plan on doing any renovation or any work whatsoever. It's just strictly a paper change of ownership.” Staff confirmed the applicant provided required documentation and agreed to comply with existing permit conditions. The board voted unanimously to consent to the transfer and to approve a draft decision effecting the transfer.
- Appointment to Large House Review Committee: The board voted to appoint Bill Paulson to the Large House Review Committee. Town counsel and the ethics commission were consulted about a potential appearance of a financial interest because Paulson works in real estate; the board made a written finding under G.L. c.268A §19(b) that any financial interest is not so substantial as to likely affect the integrity of his service. That motion carried unanimously.
- Minutes adopted: The board approved minutes for Nov. 19, Nov. 25, Dec. 3 and Dec. 17, 2024.
