Planning Commission forwards $183 million draft capital improvement plan to supervisors

The New Kent County Planning Commission on Jan. 21 voted to forward the proposed FY 2026–2030 Capital Improvement Plan (CIP) to the Board of Supervisors with a favorable recommendation (Resolution PC10‑0125).
Reverend Milton Hathaway introduced the draft five‑year CIP, which staff reported totals $182,959,834 for fiscal years 2026 through 2030. Staff noted the proposed capital program includes projects totaling for the next fiscal year and that roughly $10 million of county projects are funded through grants and Central Virginia Transportation Authority (CVTA) funding, reducing the net impact to the county capital fund balance. Silva told commissioners the impact to the county capital fund balance as presented would be $12,903,656 for the next fiscal year.
Commissioners asked clarifying questions about recurring line items such as improvements at Pine Fork Park and the schedule for a master plan and feasibility work for the former McKinney Woods in Barronsville. Staff said the master plan work for that property will occur in the current fiscal year in coordination with Plan RVA.
After the public hearing portion (no citizens signed up to speak), Commissioner Mark Bennett moved to forward the CIP to the Board of Supervisors with a favorable recommendation. In the roll call vote one commissioner abstained; all other commissioners voted aye and the motion carried.
The Planning Commission’s favorable recommendation will be transmitted to the Board of Supervisors for its formal review and adoption process.
