Board approves minutes, warrants and per diem; hears financial report and CWA caucus update

At its Jan. 22 meeting the South Bay Water board approved routine administrative items including the Dec. 10, 2024 minutes and the demands and warrants for November 2024, and granted per diem approval for attendance at the East South County County Water Authority (CWA) caucus meeting of Nov. 20, 2024.
The roll calls recorded for these motions show unanimous approval on each item with Director Martinez Perez absent. For the December 10 minutes the board announced the motion passed unanimously with Directors Cox, Elgato (recorded on the roll), Martinez and others voting in favor and two directors noted as absent; for the demands and warrants the roll call recorded votes in favor by Directors Cox, Delgado and Martinez. The per diem approval for Director Castaneda and another director to attend the Nov. 20 CWA caucus was approved by roll call: President Castaneda (yes), Director Cox (yes), Director Delgado (yes) and Director Martinez (yes); Director Martinez Perez was absent.
On the financial report for November 2024, staff and directors discussed interest earnings. A board member asked whether the agency was earning interest on a $50,000 balance; staff explained interest on invested funds is posted quarterly and that the general fund (a checking account) does not earn interest. Staff said interest earned on invested holdings will appear in subsequent quarterly reports.
Directors also received an extended report on the East South County CWA caucus meeting from a board member who attended. The report summarized caucus discussion about County Water Authority finances, credit ratings and potential rate pressures, and noted the board may coordinate with Sweetwater Authority staff on a draft letter to the San Diego City Council and County Water Authority representatives. No formal board action on County Water Authority policy or the proposed letter was taken at the meeting; a director said staff would draft a letter for possible consideration at a future meeting.
These items were taken up as agenda items 6, 7, 9.1, 10 and 11.1.
