The Sweetwater Authority board on Jan. 22 voted unanimously to reject all bids received for the Bonita Valley reservoir control-building roof replacement and directed staff to review options including repackaging the work and monitoring construction pricing before rebidding.
Assistant General Manager Yano said the project's work includes roof removal and replacement (damage from dry rot and termite), metal and wood priming and painting, replacement of electrical and CCTV conduit, and stucco repair. Two bids were received but both were substantially above the expected cost.
Members of the engineering committee reviewed the bids and recommended rejecting them and returning to the board with options. Director Castaneda, a member of the committee, said the bids seemed uncommensurate with the scope and that rainy-season pricing likely contributed to high rates for roofing contractors.
The board approved a motion to reject the bids, direct staff to look for alternatives (including monitoring pricing and repackaging the bid), and to return with recommendations at a later date. The motion passed on a unanimous roll call.
