Estolano said the “dubious distinction” of the award underscored the need for transparency, accountability and public trust. She thanked the board “for ultimately coming to their senses and recognizing that an environmental impact report was warranted for the proposed 200 acre floating solar farm,” and urged the Authority to prioritize “thoughtful planning and transparent processes” in future projects.
Her remarks were made during the general public comment portion of the meeting; they did not trigger board action during the session.
