Department of Licensing seeks consolidation of six dedicated accounts into Business and Professions account

House Bill 1300 was presented to the Appropriations Committee by Jenny (Shanyu) Lee, committee staff, and explained further by Alejandro Sanchez, deputy director with the Department of Licensing.
Sanchez said the Department of Licensing oversees licensing for professions such as architects, funeral directors and geologists, and that receipts from license fees are currently held in six dedicated accounts. HB 1300 would repeal those six dedicated accounts and transfer existing fund balances and future fee receipts into the Business and Professions account administered by the Department.
The Department's fiscal note in the committee packet estimates $146,000 in one-time expenses to implement the required software system changes; Sanchez said that cost would be paid from the Business and Professions account. Sanchez testified the consolidation is voluntary for the professions included and intended to reduce volatility for small accounts that might otherwise face sharp short-term costs.
One witness, Alejandro Sanchez from the Department of Licensing, spoke in support and said the Department had included only professions amenable to the change. No other public testimony was recorded. The hearing concluded with no committee action; HB 1300 was scheduled for executive session on Monday along with other bills.
