Commissioners approve state aging grants, RSVP carryforward and Medicaid waiver awards for senior services

The Board of County Commissioners voted to accept and authorize related budget amendments for multiple grant awards to the St. Mary's County Department of Aging and Human Services.
Commissioners approved a notification of grant award for FY2012 from the Maryland Department of Aging covering multiple senior programs — senior nutrition, senior care (screening, assessments, case management), guardianship, ombudsman services and vulnerable elderly programs — totaling $205,360, and authorized a related budget amendment that included a $423 reduction in one project line as required by the NGA. Commissioner Cynthia L. Jones moved to authorize the Commissioner President to execute the notification of grant awards; Commissioner Daniel L. Morris seconded the motion. The motion carried by voice vote.
The board also authorized staff to submit electronically the Corporation for National and Community Service grant application/award documents for the Retired and Senior Volunteer Program (RSVP, project US 1210). Department staff said the county carried forward more than $16,000 from the prior year due to a temporary vacancy, and the carryforward will help support mileage reimbursement and volunteer expenses for the Senior Rides and other volunteer programs. Commissioner Lawrence De Jarbo moved to authorize the submittal and related budget amendment; Commissioner Todd B. Morgan seconded and the motion carried.
Finally, the board approved acceptance of the FY2012 Medicaid Waiver Grant Award (Project US 1262) from the Maryland Department of Aging in the amount of $129,914, which funds home- and community-based services that allow people clinically eligible for nursing-home placement to remain in the community. The related budget amendment increases the project budget by $3,316. Commissioner Cynthia L. Jones moved to authorize the Commissioner President to execute the award documents; Commissioner Todd B. Morgan seconded and the motion carried.
Department staff outlined program details at the meeting: senior nutrition provides meals for homebound seniors; senior care offers assessment and case management; RSVP volunteers provide transportation, Meals on Wheels support and other services; and the Medicaid waiver funds personal care, respite, assisted-living services and medical adult day services under individualized plans of care.
Speakers highlighted ongoing volunteer recruitment needs for RSVP and the value of volunteer mileage reimbursement to sustain the Senior Rides program. Staff also noted the department's continued reliance on state funding streams and the role of these grants in maintaining existing senior services.
