Committee approves sending corrected 2025 fee resolution (R2025-002) to council consent calendar

The Tumwater Public Works Committee on Jan. 23 voted to send a corrected 2025 fee resolution, R2025-002, to the Feb. 4 City Council consent calendar after staff discovered omitted and incorrect entries on the city’s recently adopted fee schedule.
Troy, a city staff presenter, told the committee the correction adds a smaller hearings-examiner fee for matters such as code-enforcement appeals (to avoid charging high hearing fees meant for major land-use cases), increases GIS map fees by $1 for larger sizes, and restores a group of construction- and contractor-related charges on table 4 that were inadvertently left off the earlier resolution.
Troy said items added to table 4 include right-of-way license fees, right-of-way access and utility permits, street and alley vacation fees, street construction and restoration charges (curbs, sidewalks, street lighting), and utility plan-check and inspection fees. He emphasized these are typically charged to developers or contractors and not to regular utility customers; the city’s utility customer rates were not changed.
Committee members asked for additional detail about the new event-permit fee, which staff said covers large events and is part of a revised event permit policy recommended by the city’s insurer-review process (WCIA) and legal department; staff said the policy update adds insurance and cleanup requirements and that full event-permit changes will be presented to the council in February.
Council Member Swartout moved to place R2025-002 on the Feb. 4 consent calendar with a recommendation to adopt; Council Member Michael seconded and the motion passed with all members voting aye.
Troy said the missed fees were identified by an engineer who compared the approved fee schedule to departmental submissions; staff described the correction as revenue-restorative rather than a substantive budget change.
The committee forwarded R2025-002 for council consideration; the corrected fee schedule will appear on the consent calendar with a staff recommendation to adopt.
