The Sedro‑Woolley City Council on Jan. 22 authorized the mayor to execute a contract with Facet Northwest Inc. not to exceed $186,128 to complete engineering design and right‑of‑way services for the Cascade Trail West Extension Phase 2A.
Public Works Director Bill Bullock said the city needs consultant services to bring the project from roughly 60 percent design to bid‑ready plans after a prior designer retired. The contract includes permitting and bid support; Bullock said a bridge across Brickyard Creek in this segment increases complexity and cost. Bullock said the city has SCOG funding to pay for hiring the consultant and that Facet Northwest is a local firm with a nearby Mount Vernon office.
Council members discussed project timing, downstream maintenance responsibilities and coordination with county and Burlington trail segments. Bullock said Phase 2A is funded for construction and the city’s goal is to advertise as a late‑season project, with a contractor starting work in August; he said the bridge work must be completed before the fish window that begins Oct. 1.
The council moved and approved the contract to finish the design. Staff said the city expects to complete right‑of‑way work within about a month and then publish bid documents to secure construction bids; Phase 2B funding will be sought through upcoming competitive TAP grant rounds.
