Frederick County Delegation re-elects Chair Pippe, elects Senator Fulton vice chair

Chair Pippe was re-elected presiding officer of the Frederick County Delegation at its first meeting of the 2025 legislative session, and Senator Fulton was chosen as vice chair.

The nomination and roll-call process produced a contested chair race and a separate vote for vice chair. After nominations for chair from members including Senator Fulton and a nomination for Delegate Ken Kerr, the delegation conducted a roll-call selection and recorded Chair Pippe as the delegation chair. Senator Fulton won the vice chair position in the roll call vote; the chair reported a count of 75 in favor of Senator Fulton.

Members discussed leadership practice and historical precedent before voting. Senator Karen Lewis Young outlined a history of rotating leadership and urged broader representation; she then nominated Delegate Ken Kerr for chair, citing Kerr’s leadership position in the House and access to General Assembly leadership. Chair Pippe, after being re-elected, said he would reach out to members across districts to share agenda drafting and meeting-running responsibilities, adding, “We work together, and we will always do what's best for Frederick as a whole.”

The delegation opened the meeting with a quorum check and recognized counsel Katie Lee Cannon was present to support the group through the session. Members agreed to meet at 9 a.m. on Fridays for the near future, subject to change if the group votes otherwise.
