Public works committee updates: KCOM STP project, five-year CIP and push to participate in county safety action plan

Staff and the public works committee provided updates on infrastructure planning and regional safety efforts at the Jan. 21 Village Board meeting.
Scott Marquardt of HR Green briefed trustees on the KCOM STP project (design progressing) and said several administrative steps are forthcoming: an intergovernmental agreement (IGA) between the highway district and the village to memorialize cost sharing, a funding commitment agreement that must be approved before the IDOT letting window closes (end of February), and a construction-engineering agreement to oversee the work. Marquardt said letting could occur in April or June; construction typically begins about six weeks after letting.
Marquardt also summarized the draft 2025 five-year capital-improvement program (CIP) discussed at the public works committee and said staff plan to carry CIP items into an upcoming finance-committee meeting to align budgeting for projects beyond the village's 2025 roadway program. On Campton Hills Road, the consultant said preparing design engineering in summer 2025 would be needed if the village wants to go out to bid early for a 2026 resurfacing.
The Route 47 Corridor Planning Study was raised as a long-term, multi-jurisdictional planning effort by state and county agencies; the committee recommended Campton Hills participate to have input on the corridor's future.
Separately, Marquardt urged trustees and residents to participate in the Chicago Metropolitan Agency for Planning (CMAP) Safe Streets and Roads for All (SS4A) safety action-plan process organized at the county level. He noted CMAP's interactive map and survey and said more public comments on dangerous locations increase the chances those locations will be included in the safety action plan and later considered for federal implementation grants. The comment period was noted to end in February, and Marquardt recommended the village promote the survey and map link on its website.
Trustees identified several local locations for comment, including the LaFox/Hampton Hills corner and the McDonald Road/Route 47 area, and asked public works staff to identify problem sites and provide a list trustees and residents could use to submit comments before the public comment deadline.
No formal board actions were taken; staff will follow up on the CIP scheduling, prepare the IDOT agreements for board consideration and provide information to residents on how to submit comments to CMAP.
