Village council appoints Henry Boyle as administrator, approves solicitor and ends probationary employment

The Village of East Canton council voted Thursday to appoint Henry Boyle as village administrator, approved an ordinance naming Charles P. Hall as solicitor, and voted to terminate the probationary employment of a serviceman.

The council adopted an ordinance described on the floor as Ordinance 2020502 that appoints Henry Boyle to the position of village administrator with a starting annual salary of $60,000 and the benefits listed in the Village of East Canton employee handbook. The ordinance was read and advanced through roll-call votes; Collins, Blue and other members recorded votes in favor during the readings. The ordinance text on the transcript notes Boyle’s “prior affiliation with the village” and his experience as the basis for the appointment.

Separately, the council read an ordinance appointing Charles P. Hall as solicitor by title only. That ordinance moved forward during the same portion of the meeting and was called to roll.

Council members then moved to “discontinue the employment of probationary serviceman Bill Garman” based on the mayor’s suggestion; the motion was seconded and the council approved it effective immediately.

The appointments and personnel action were handled during the meeting’s formal agenda under judicial/ordinance items and personnel motions. Council members recorded roll-call votes for the listed ordinances and the termination motion.

Copies of the ordinances and the full roll-call records will be entered into the village minutes. The council did not specify additional severance, appeal rights, or administrative follow-up for the terminated employee during the public portion of the meeting.
