City staff briefed the Lebanon City Council on draft changes to Bill 7, which would amend Article 1382 (Stormwater Management) of the codified ordinances to adopt new stormwater management regulations. The draft was described as mostly housekeeping and formatting changes, with two substantive insertions: a sentence clarifying that rain gardens with a maximum water depth of 12 inches shall not require perimeter fencing, and a requirement that detention basins not intended for infiltration or managed release be designed to completely dewater within 24 hours following the end of the design rainfall.
The staff summary said the inserted sentences were intended as clarification; other edits were renumbering and retitling sections such as adding construction‑inspection language. The council was told the draft before them reflects only relatively minor changes from the first reading and that members should review the bill and be prepared for Monday’s final reading. "So for the most part, really where there's going to be 2 additions would be section 308 d. They inserted the phrase our engineer did, except that rain gardens with a maximum water depth of 12 inches shall not require perimeter fencing," a staff speaker said.
