Commissioner Dr. Horton proposed adding an invocation and asked that the pledge also be included; Horton described a short, non-denominational invocation as appropriate. A second was recorded, the amendment was put to a voice vote — "aye" — and passed. The commission then moved to adopt the full rules for 2025 as amended and approved them by voice vote.
During discussion commissioners clarified that the pledge and invocation are to occur immediately after the call to order. The chair stated the changes would be effective immediately.
No changes to compensation or meeting frequency were recorded in the discussion; the action was limited to the procedural insertion of the pledge and invocation into the commission’s rules of order.
