Northampton County Council tables $35 million bond ordinance for further review

Northampton County Council on Jan. 23 tabled an ordinance that would authorize up to $35,000,000 in general obligation bonds, citing the absence of a full council.
Council Member Kapoor introduced the ordinance as a carryover from the Jan. 9 meeting and described it as an authorization to incur non-electoral debt through general obligation bonds in an aggregate principal amount not to exceed $35,000,000. Council Member Kapoor moved to table the ordinance, saying the council did not have a full membership present and the amount was large. A second was made and the motion to table passed 6-2.
The ordinance would have authorized the issuance of general obligation bonds, pledged the taxing power of the local government unit for payment, established a sinking fund and depository, fixed form, interest rates and maturities, authorized acceptance of a purchase proposal, and authorized filing required documents with the Pennsylvania Department of Community and Economic Development. The ordinance had been introduced at the Jan. 9, 2025 meeting by Council Members Warren and Kapoor.
Council recorded the roll-call votes on the tabling motion as follows: Corpora — yes; Gofredo — yes; Giovanni — yes; Keegan — no; Kraft — no; Fargo Heffner — yes; Warren — yes; Brown — yes. The chair announced the motion to table passed by a vote of 6 to 2.
Because the measure was tabled, no further action was taken and no substantive changes to the ordinance were recorded on the Jan. 23 meeting minutes. The ordinance remains on the council’s docket for future consideration when the council has a full membership present.
