Council to draft legislation to move $192,000 for SR 741 resurfacing from 2026 to 2025

MORAINE, Ohio — The Committee of the Whole asked staff to prepare legislation to move $192,000 from the city’s 2026 capital plan into the 2025 budget to cover Moraine’s 20% share of an Ohio Department of Transportation resurfacing project on State Route 741 (Springboro Pike).
The city engineer, identified in the meeting as Lauren, told the committee ODOT moved the resurfacing project for Springboro Pike from summer 2026 to summer 2025 and the project will be awarded June 23, 2025. "The funds for the capital improvement project are in the 2026 budget, but need to be moved to the 2025 budget. The city's expected portion of this project is a $192,000. I recommend that supplemental appropriation and required legislation be drafted to add the $192,000 to the Ohio Department of Transportation and Repaving, State Route 741 North Capital Budget," Lauren said.
Councilmembers asked clarifying questions and then voted by roll call to have legislation prepared to move the city’s share into 2025; five members voted yes, two were excused. The engineer said ODOT will fund 80% of the project and the city’s 20% share equals $192,000.
Staff said moving the dollars forward will reduce planned 2026 capital expenditures because the city expects to spend funds in 2025 rather than 2026 as originally scheduled. The request to draft legislation passed; council will consider formal appropriation language at a subsequent meeting.
