City readies downtown TAP streetscape: construction oversight firm hired, town hall planned

City staff told the Clinton City Council that work on a federally funded TAP downtown streetscape project is scheduled to begin, weather permitting, in March and that they have hired Canon and Canon Incorporated to provide construction engineering and inspection (CEI) services.
At the council meeting staff recommended retaining Canon and Canon Incorporated for CEI services at a total contract cost of $477,450. City staff said the CEI role is necessary because Tennessee Department of Transportation (TDOT) requires certified personnel to verify compliance for items such as concrete, asphalt, topsoil and plantings. The council approved the contract by voice vote.
Staff said the contractor has done several recent streetscape projects and asked to set up a storefront in downtown Clinton while work proceeds. The city plans to use part of the Cullum Street cul-de-sac as a lay-down area for equipment during construction.
City staff said they will hold another coordination meeting with utilities and the contractor, then schedule a town-hall meeting for affected downtown businesses to present a construction schedule and details before work begins. Staff estimated the active construction window at roughly five to ten days per individual downtown block (staff-provided estimate during meeting), and emphasized TDOT certification requirements for materials and inspection.
The CEI contract is part of the TAP grant package; staff described it as grant-eligible and subject to the grant’s cost-share and reimbursement rules. The council directed staff to proceed with the contract and to notify business owners about the planned town hall.
