City extends consultant agreement for Union Square parking garage; garage to open this summer

The City of Westfield on Feb. 3 voted to continue a consultant services agreement with J S Held to serve as owner's representative for the Union Square parking garage through construction completion and closeout.
Matthew Deck, director of Facilities and Events, told the Board the garage is scheduled to open in June and the extended agreement will run through next August. "They are helping to verify costs that are given to us. They're helping us develop the operating agreement with Old Town for the garage, signage standards," Deck said. He added the consultant helped ensure waterproofing for a pool above the garage and is assisting with a maintenance plan.
Deck said the garage will provide about 300 spaces and the city will own and operate the garage portion under a broader development arrangement with Old Town. "It'll be a city garage," he said. He told the board the consultant had worked with the city's economic development director at a previous job and this is their first project in Westfield.
Board members asked clarifying questions about management and cost verification before approving the extension. The motion to continue the agreement passed by voice vote.
Ending: Staff said J S Held will remain on the project through construction and a few months after opening to help finalize operations and maintenance plans.
