House Transportation and Infrastructure Committee adopts amended rules, names subcommittee chairs and ranking members

Chair Graves opened the House Committee on Transportation and Infrastructure’s organizational meeting and said the committee would amend its rules to reflect changes in subcommittee ratios and appoint subcommittee chairs and ranking members. "So today we are meeting to amend the committee rules due to changes in the subcommittee ratios," Chair Graves said.
The committee adopted an amended set of rules that adjusts the member ratio on the Subcommittee on Highways and Transit to accommodate increased member interest. "I move to adopt the amended rules," Ranking Member Larson said; the chair put the question and, after a voice vote, declared that the motion was agreed to and the rules were adopted.
The committee then approved the roster of subcommittee chairmen and ranking members for the 119th Congress. The committee named Representative Troy Nehls as chairman of the Subcommittee on Aviation; Representative Mike Gesell as chairman of the Subcommittee on Coast Guard and Maritime Transportation; Representative Scott Perry to continue as chairman of the Subcommittee on Economic Development, Public Buildings, and Emergency Management; Representative David Rausser as chairman of the Subcommittee on Highways and Transit; Representative Daniel Webster as chairman of the Subcommittee on Railroads, Pipelines, and Hazardous Materials; and Representative Mike Collins as chairman of the Subcommittee on Water Resources and Environment. Representative Rick Crawford was noted as the committee’s vice chairman.
On the Democratic side, Ranking Member Larson said the Democratic caucus elected ranking members: Representative Steve Cohen (Aviation), Representative Salud Carbajal (Coast Guard and Maritime Transportation), Representative Greg Stanton (Economic Development, Public Buildings, and Emergency Management), Congresswoman Eleanor Holmes Norton (Highways and Transit), Representative Deana Titus (Railroads, Pipelines, and Hazardous Materials), and Representative Frederica Wilson (Water Resources and Environment). The caucus also elected Representative Emilia Sykes of Ohio as vice ranking member for the 119th Congress.
The committee voted to approve the subcommittee assignments as set forth in the distributed rosters. Pursuant to Rule 6 of the committee rules, the chair noted the presence of a quorum for the actions taken and, by unanimous consent, authorized staff to make technical, clarifying and conforming changes to the items adopted that day. The chair also noted that the amended committee rules would be printed in the Congressional Record and posted on the committee website.
Members repeatedly framed the organizational actions as preparatory to the committee’s legislative workload this Congress. Chair Graves referenced oversight and legislative priorities the subcommittees will handle, including implementation of the FAA Reauthorization Act of 2024, Coast Guard authorization work, reauthorization of surface transportation programs, pipeline safety legislation, and measures to improve the nation’s water infrastructure. Several members thanked staff and colleagues for coordinating the changes to the subcommittee ratios and rosters.
The committee completed its organizational business and adjourned to allow staff to convert the hearing room for a subsequent Highway and Transit subcommittee hearing.
